Introduction
Governments in Australia are interested in ways to improve
human capital. For example, improving human capital is a key stream
of the Council of Australian Government's (COAG's) National Reform
Agenda (NRA). Human capital refers to the set of attributes that
individuals possess, including knowledge, skills, work experience,
health and intangible characteristics such as motivation. Human
capital may be acquired, or enhanced, through formal education or
training, and by other, informal means (for example, through the
experiences of undertaking daily activities at home or at the
workplace).
