DEEWR: Exposure Draft of the Disability Employment Services Employment Support Service 2013–2015 Purchasing Arrangements

INTRODUCTION
As part of the 2011-12 Budget, the Australian Government invested in a comprehensive package of measures called Building Australia's Future Workforce (BAFW) to promote workforce participation and encourage skills development. This package combines requirements for people with capacity to participate in the workforce, with more support to do so. To support this package the Government will invest over $3 billion over the next four years in Disability Employment Services (DES) to increase workforce participation of people with disability. DES was introduced on 1 March 2010, replacing the previous Disability Employment Network and Vocational Rehabilitation Services. DES is designed to provide immediate access to tailored services for job seekers with disability to help them secure suitable Employment. DES has been achieving positive results. By uncapping access to DES, more people with disability than ever before are receiving assistance to find work. Additionally the number of DES Participants being placed in a job for at least 13 weeks is greater than under the programs DES replaced. In the Request for Tender (RFT), unless specified in Appendix A or otherwise, all capitalised terms have the meaning given to them in Annexure A of the draft Deed. All other words have their natural and ordinary meaning.

Consultation Sessions

To support the release of the Exposure Draft, and to facilitate consultation with the sector, Consultation Sessions will be conducted in each of the seven capital cities and in Canberra, Newcastle, Coffs Harbour, Dubbo, Traralgon, Bendigo, Port Augusta, Gold Coast, Cairns, Townsville and Albany from 27 February to 7 March 2012. There will also be one Consultation Session conducted through web conferencing facilities.
